2004-2006ASSISTANCE TO REGIONAL DEVELOPMENT IN UKRAINE
Overall objective of the project is to stimulate the economic growth through
the development and the implementation of transparent and efficient national
regional policies.
Specific objectives are as follows:
• Improve capacity of
the national, regional and local authorities to formulate and implement
regional development policies ;
• Increase the competitive
advantages of selected pilot oblasts (regions) ;
• Improve co-operation on
regional development between stakeholders: national and local authorities, local
governments, private sector and civil society ;
• Approximate the Ukrainian
regional development framework to the European best practices;
Type of services provided:
• Assisting in improving
the legislation which regulates the national regional policy and approximating
legislation to the European best practices.
• Building up an
institutional capacity of the national regional and local authorities to improve
administrative efficiency and to develop national policy taking into account
regional priorities.
• Assisting state
authorities in improving the regional planning process.
• Support in drafting and
implementing integrated regional development strategies.
• Developing socio-economic
actions/programmes aiming at improving living conditions in regions.
• Provision of training
and development of professional skills for the staff involved in the
development and implementation of regional policy.
• Assisting in improving
co-operation on regional, economic and social development between key
stakeholders, ensuring participation of civil society.
• Promoting international
co-operation between the national and regional authorities and the EU bodies
dealing with the regional policies in the EU.
2004-2007FEASIBILITY STUDY OF INTRODUCTION OF CONCESSION
FOR THE HEATING SYSTEM OF LVIV
The project is financed by the French Government This project
is aiming at providing technical assistance first to Lviv Municipality, and
second to the Oblast Administration in view of the Reform of the Management of
the Public services and further to review the Regional Development.
As a case study, the contractor has to carry out a pilot
project for the rehabilitation of the district heating of Lviv.
The first phase of the project is to carry out a comprehensive
audit and feasibility study, involving economists and engineers.
The second phase is to propose a comprehensive rehabilitation,
on concession basis, with the optimal institutional, and best financial settings
The third one is to prepare a Concession Contract, and to
assist the Municipality to select a Concessionaire.
The last
phase on the basis on the pilot project, to replicate the scheme
on other public services and municipalities in the regional to foster the Regional
development.
2004 - 2005SUPPORT AND STRENGTHEN THE ENERGY
MARKET REFORM AND ASSESSMENT OF ENERGY SECTOR SUSTAINABILITY IN UKRAINE
The project aims at the following objectives:
· The main objective is to provide technical assistance
to the Ministry of Fuel and Energy and the National Energy Regulation Commission
for their institutional and professional growth to ensure compliance with the
European system of public administration and regulation, and to perform
comparative analysis of Ukrainian and European legal systems in energy sector.
· Address the sustainability issue of the energy sector
by improving the operation of existing energy framework, by further developing
institutional and legal basis, by fully utilising the potential of the sector
for economic growth.
· Streamlining the operation and enlargement of the gas and
electricity markets, proposing recommendations and actions to be implemented in
the short and medium term.
· Strengthening the institutional foundation of the sector,
including Ministry of Fuel and Energy of Ukraine and National Energy Regulation
Commission of Ukraine
Harmonisation of the energy legislation of Ukraine with that of
the European Union.

DELEGATION OF THE EUROPEAN COMMISSION TO UKRAINE
Euro-Ukraina Consulting designed the
updated version of the EC Delegation web-site and was maintaining it during a
year.

DEDICATED TO THE EU AND THE EU INTEGRATION ISSUES
The publication has been financed by the Delegation of the
European Commission to Ukraine. Four quarterly issues have been published
dedicated to the following issues:
• EU and Ukraine;
• Institutional Reform in
the EU; • Euro;
• EU Enlargement.
1999 – 2002 UKRAINIAN-EUROPEAN POLICY AND LEGAL ADVICE CENTRE
(UEPLAC)
The Ukrainian-European Policy and Legal Advice Centre (UEPLAC)
is a Kyiv-based think-tank for policy advice and legal reforms, supported by the
European Union. The Parliament of Ukraine, the Cabinet of Ministers of Ukraine,
the Administration of the President of Ukraine, and the National Bank of Ukraine
are the key beneficiaries of the assistance. The assistance is in the field of
approximation and harmonization of Ukrainian legislation with the EU environment
and norms, and interpretation of macroeconomic issues related to the
implementation of progressive reforms and provisions of the PCA, Ukraine’s
accession to WTO, and Ukraine’s integration into the European Community. Since its establishment UEPLAC has managed
to achieve a unique status among donor-financed technical assistance projects in
Kiev. The Centre possesses substantive corporate knowledge and memory of
developments in policy sphere in Ukraine. It has developed a comprehensive and
updated database of the most important legal documents and full time series of
the main economic indicators since the beginning of the reform effort. UEPLAC is
effective in delivering advice to a wide spectrum of direct or indirect
partners, including Government officials and members of the Parliament. In the
framework of a separate contract for a six-month extension, the scope of advice
encompasses the following: (a) Design of key priorities focusing on the best of
the PCA, and enhancing the ability of the beneficiaries to implement it; (b)
Institutional capacity building and development of technical substance in
support to WTO accession; (c) Support on re-investment, and optimisation of
trade relations of Ukraine and its main partners; (d) Identification of
opportunities for Ukraine to benefit from EU enlargement; (e) Support in
realisation of human rights and freedoms, including fair elections, reduction of
money laundering, and reduction of some problems born by institution of
‘propyska’ (registration); (f) Promotion of decentralisation and local
democracy; and (g) Improvement of a ‘State – citizen’ relationship, including
policy research, efficient information dissemination, and consultations with
beneficiaries and analysis of public opinion.
1998-1999DELEGATED MANAGEMENT OF PUBLIC SERVICES AND
CONCESSIONS
In 1998, after a long
preparatory stage, a project financed by the French Government and aimed at the
preparation and adoption of a General Law of Ukraine on Concessions has been
launched. Euro-Ukraina Consulting has contributed to the mobilization of a
French-Ukrainian working group of economists, financial experts, legal advisers,
and lawyers. It has also developed working relations with the Parliamentary
Committees, the Presidential Office, French municipalities, the French Institute
of Delegated Management, French concessionaires, and other concerned
institutions. The General Law of Ukraine “On Concessions” was passed by
the Parliament in July 1999 that successfully terminated the project. This was
Ukraine’s key step forward towards the revitalisation of its public services and
the development of a favourable investment climate that, in its turn, would
attract foreign investors/concessionaires to Ukraine’s municipal services (water
supply and sewage, garbage collection and utilization, district heating,
etc.).
Ukraine, Belarus, Moldova 1997 – 1999
TACIS POLICY ADVICE / EUROPEAN EXPERTISE SERVICE
In the framework of this programme,
Euro-Ukraina Consulting has contributed to the transition of NIS to a
sustainable market economy and to the progressive development of long-term
relationships between NIS and the European Union. The assistance lied in
providing high-level policy and legal advice to government authorities, members
of parliaments, and central banks. A network of prominent experts, which were
mobilized for the project, have input to the development of macro-economic and
trade policy, strategic restructuring, government restructuring and institution
building, budget management, social policy, and market regulation.
1997 – 1998 IMPLEMENTATION OF A HARMONISED POLICY ON LABOUR PROTECTION
BASED ON EU DIRECTIVES
The contribution of
Euro-Ukraina Consulting lied in advising on harmonization of the legal and
regulatory framework applied in Central and Eastern Europe with international
directives, implementation of the governmental policy in the field of labour
protection. This also provided for the establishment of a pilot centre for
labour safety propagation, and assessment of a need in more technical assistance
projects in the field.
1998 – 1999 SUPPORT TO THE
IMPLEMENTATION OF PROTOCOL B/UKRAINIAN STEEL SECTOR
The key objective of
the project lied in supporting the implementation of the Protocol B in the steel
sector in Ukraine. The Ministry of Foreign Economic Relations and Trade,
Ministry of Industry, Antimonopoly Committee, Ministry of Nuclear Safety and
Environmental Protection were the principal recipients of the project
assistance.
1998 – 2000INSTITUTIONAL
SUPPORT TO THE MINISTRY OF TRANSPORT: TECHNICAL ASSISTANCE TO UKRAVTODOR AND
CIVIL WORK PRIVATE FIRMS
A key objective of the project lied
in enhancing and developing and potential and capacities of the Ministry of
Transport of Ukraine as a rainmaker and transport regulator. The assistance
covered the reduction of transport costs through more economic road management,
construction and maintenance operations. Euro-Ukraina Consulting contributed to
reaching the project’s objectives by assisting Ukravtodor in the execution and
proper use of international as well as local funding in a competitive tendering
environment. The project’s activities also covered the improvement of the
organisational structure, management and operational capabilities, and in the
development of the road construction sector in Ukraine, including improved road
maintenance capability, and the quality and reliability of basic road making
materials.
1999 – 2001STRENGTHENING
OF THE OCCUPATIONAL HEALTH AND SAFETY
By acknowledging a need in tackling poor health and improving
safety record in Ukraine through the occupational health and safety policy
advice, Euro-Ukraina Consulting had contributed to the preparation of
initiatives and in concerted efforts with the German and Ukrainian counterparts
had undertaken concrete well planned and organised actions. These actions aimed
at practical and efficient improvement of the occupational health and safety
conditions and environment, dissemination of relevant information, improvement
of the legislation, launching a dialogue between the social partners to address
specific issues of health and safety at the workplace.
1993 – 1996TECHNICAL
ASSISTANCE TO THE MINISTRY OF TRANSPORT
The activities of Euro-Ukraina
Consulting were focused on creation of institutional capability within the
Ministry of Transport of Ukraine enabling it to be a decision-making and
implementing body in a transport sector. By doing this, competent experts
provided support in preparation of a law on a road concession. The Ukrainian
counterparts received detailed information on organization and operation of the
Ministry of Transport of France, as well as on other West European
countries.
